1.      ASC is primarily responsible for provisioning, procurement and distribution of supplies, transport, Fuel Oils And Lubricants (FOL), hygiene chemicals and miscellaneous items to Army, Air Force and where required to Navy and other Para Military forces. The operation of mechanical transport except first line transport and the provision and operation of animal transport is also one of the major responsibilities of the ASC. The directorate general of supplies and transport, which is the apex organisation of ASC, is a major nodal point for army budget expenditure. The provisioning and training of clerks and catering staff for whole army are also the responsibilities of ASC.

2.      Organisation.     With the sole objective of national security, Indian Army has various supporting functions. The organisation structure of the Indian Army, with relation to presence of ASC, is depicted in the following picture:

3.      Sections within ASC.     ASC has following main sections at Army Head Quarters (Supplies and Transport Directorate), formation Head Quarters ( Supplies and Transport Branch) and Supplies and Transport units. The list provided below is for broad understanding of vendors about various sections of ASC, and not a comprehensive list of roles and responsibilities:-

Directorate General of Supplies and Transport

Director General of Supplies and Transport

• Provisioning and issue of supplies, forage, fuel, Fuel Oil and Lubes (FOL) and hygiene chemicals for the Army and to certain extent for the Air Force, Navy and Para Military units.
• Liaison with the Ministries of Food and Civil Supplies, Agriculture, Industry and Petroleum and Natural Gas for procurement of various items of supplies and FOL.
• To ensure that food stuff fit in all respects and free from health hazards are procured and supplied to the troops as rations.
• Provision for the Army of all general purpose transport, mechanical as well as animal, other than the transport integral to the various units.
• Control, operation, technical functioning and general administration of supplies including Composite Food Laboratories( CFLs), FOL, Mechanical Transport, Animal Transport and Air Maintenance/dispatch units.
• Formulation, monitoring and control ASC budget and monitoring of settlement of audit objections and draft audit paras.
• Planning for war and mobilisation plans for all types of Army Services Corps (ASC) units.
• He would have the discretion to allot additional duties to any officer including Additional Director General’s Supplies and Transport/other ranks of this directorate general and effect changes in appointments at any time depending on the workload, aptitude and capability of the individuals for better functional efficiency.

Additional Director General of Supplies and Transport (Fuel and Transport)

• Control of ST-9/10 and ST-11 sections.
• Provisioning and stocking of Fuel Oil Lubes and hygiene chemical items.
• Exercise control over demand, distribution and expenditure of budget heads being dealt by ST-9/10 sections.

Additional Director General of Supplies and Transport (Supply Management)

• Control sections ST-3, ST-4, ST-5, ST-6, ST-7, ST-8, arbitration cell, and coal cell, Kolkata.
• Responsible for the provisioning, procurement and budgeting of centrally procured items.
• Forecasting and monitoring of budget pertaining to supplies.
• Framing of ASC specifications and policy matters relating to contracts and ration scales.

Additional Director General of Supplies and Transport (Coordination Planning & Personnel Management)

• Control of ST-1 (planning), ST-1 (system/MISA), ST-2 (Coord), ST-17(B) and ST-12 sections.
• Advise/apprise/recommend to the Director General Supplies and Transport on matters related to:-
  • Evolving of ASC doctrine.
  • Serious shortages of major equipment in ASC units.
  • Improvements required in military & technical training in ASC units and establishments.
  • Key Location Plan (KLP) of ASC units.
• Carry out Annual Technical Training Evaluation of ASC Centre (N) Gaya.
• Organisation and planning of ASC units during peace and war.

Deputy Director General Supplies and Transport (Budget & Coord)

• Control of ST-1 (System). ST-2 (Coord), ST-17(A) (ASC funds) & ST-17 (B) (Budget) sections and lay down policy guidelines.
• All work connected with the corps re-unions.
• Publication of Corps orders and Technical instructions.
• Management of ASC association activities.
• Planning and organizing of DGSTs sports trophy championship.
• Compilation, collation, submission, monitoring of budget projections at each stage through ADG ST (CP&PM).

Deputy Director General Supplies and Transport (Perspective Personnel Planning & Operational Logistics)

• Control of ST-1 (Planning) and ST-12 sections.
• Advise/apprise/recommend to ADG ST (CP &PM) on matters related to:-
  • Evolving ASC doctrine.
  • Key Location Plan (KLP) of ASC units.
• Liaise with Ministry of Defence, Operational logistics, General Service/Staff Duties, manpower planning and other branch/organisation at appropriate level for cases relating to ST-1(planning) and ST-12 section when required.
• To ensure that ASC units are suitably authorised equipment for the operational roles.
• Supervision of revision of ASC pamphlets.
• Representing/complaints of ASC Junior Commissioned Officers/Other Ranks and civilians relating to service matters excluding vigilance aspects.
• Advisor to DGST on all matters concerning personnel of ASC through ADG ST (CP&PM).

Deputy Director General Supplies and Transport (Fuel and Transport)

• Control of ST-9/10 and ST-11 sections and to lay down policy guidelines for smooth functioning of these sections.
• Provisioning and stocking of Fuel Oil and Lubes and hygiene chemical items.
• Exercise control over demand, distribution and expenditure of budget heads being dealt by ST-9/10 sections.

Deputy Director General Supplies and Transport (Food Inspection)

• Control and administration of ST-7 & 8 sections.
• Policy and procedure of food inspection.
• Supervision and technical control of all Composite Food Laboratories (CFLs) /Food Inspection Units.

ST-1 (Planning)

• War and peace organisation policy of ASC units.
• Coordinate and plan an operational matter including raising, re-organising, disbandment, move and permanent location of ASC units.
• Provision, distribution, monitoring and utilization of technical training grant for ASC.

ST-1 (System)

• Spearhead the ASC in various information technologies (IT) related forums.
• To work out budgetary requirements for all related projects including procurement of new hardware, upgrades, application software, maintenance and communication, forward the forecast to ADG (IS) for allotment out of Information Technologies (IT) grant.

ST-2 (Coord)

• General coordination within the directorate viz. financial matters, question arising out of Parliamentary Action Committee reports, appropriation of accounts and audit reports defence services, parliament questions, and financial powers.
• Revision of ASC publications and the General Services publications pertaining to ASC.
• Directorate General’s coord and administration, postings, promotions, transfer, resignations and discipline of civil staff.
• Publication of corps order Part-I and technical instructions.
• Control and monitor the functioning of Central ASC Officers Mess.

ST-3

• Provisioning policy for centrally procured tinned/dehydrated items viz milk tinned, milk powder, vegetable tinned/dehydrated, onion dehydrated, potato dehydrated, fruit tinned/dried, jam tinned, raisin brown, egg powder, fish tinned/meat tinned, desi ghee, butter tinned, cheese tinned and nutramul.
• Provisioning/monitoring of Advance Winter Stocking (AWS)/Advance Monsoon Stocking (AMS).
• Policy and provisioning on issue of rations to Indian contingent proceeding abroad, expeditions and exercises.

ST-4

• Forecast and budget under heads 110a (a), (b), (d) and 105F (Civil Hired Transport) and 105B (Rail) (move of stores by rail) in respect of central procured items.
• Control over expenditure on centrally procured articles.
• Indenting, stocking, distribution and disposal of wheat and wheat products, rice, dals, sugar, tea, coffee, edible oils, officers ration, animal rations, hospital comforts, for Army, Navy and Air Force.

ST-5

• Formulate policies and procedures regarding conclusion of contract with civil contractors registered with ASC and state/central government undertakings for fresh supplies.
• Proposing amendments with regard to contract procedures and associated clauses.
• Formulate policy and procedure regarding local purchase of fresh items of ASC supplies.

ST-6

• Formulate policy and revision of rations for officers, troops, Prisoners of Wars/hostile suspects and animals.
• Laying down scales of hospital diets and extra ration including medical comforts.
• Liaison with other two services on matters regarding ration scales.
• Issue of amendments to Schedule of Ration Scale and Special Army Instructions pertaining to ration scales.
• Budget, allotment of funds under different heads of budget controlled by ST-6 and monitoring the expenditure/projection of additional requirement to ST-17 (B).
• Issue of free and payment issue rates of centrally purchase ASC articles.

ST-7

• Policy and procedure relating to food inspection.
• Progressing and maintenance of ASC specifications of centrally purchased foodstuffs including packing and trials.

ST-8

• Organization, policy, administration, accommodation and establishment of Composite Food Laboratories and Food Inspection Units.
• All personal matters relating to civilian technical staff of Food Inspection Organisation.
• Coordination of recruitment, posting, transfer of technical officers of Food Inspection Organisation.

ST-9

• Provisioning, procurement, holding, storage, disposal, turnover and quality control of Fuel Oil and lubes, main grades, lubes, greases and oils.
• Formulating policies, including technical instructions and correspondence related to oils, lubes and FOL main grades.
• Forecasting and review of budget requirement for procurement including Local Purchase of oils, lubes and FOL main grades.

ST-10

• 
  Provisioning, procurement, holding, storage, disposal turnover and quality control of hygiene chemicals.
• Management, provisioning, procurement and distribution/disposal of FOL containers including War Maintenance Reserves (WMR) containers.

ST-11

• Administration and functional aspects of ASC Battalions. Animal Transport/ Mechanical Transport units.
• Policy regarding hired transport, processing of hired transport contracts, which come under financial powers of the Quarter Master General (QMG)/government.
• Matters relating to requisitioning of civil transport under DIR rules during emergency as well as hiring of civil transport, when required.

ST-17 (Budget)

• ST-17 (Budget) has the responsibility of formulation and monitoring of ASC budget.

ST-17 (Funds)

• Control of ASC fund (General), ASC messes and bands fund, ASC reunion fund, ASC journal fund and ASC benevolent fund.

ST-26 (Arbitration/Legal Cell)

• Disposal of all legal cases relating to ASC (supplies) contracts involving arbitration.
• Giving advice in consultation with ministry of defence, ministry of law on court/arbitration cases and appeals relating to arbitration in contracts.
• Appointing of arbitrators in respect of ASC contracts sanctioned by the Quarter Master General (QMG) based on recommendations of Command Head Quarters.
• 80. Issue of policy letters in accordance with the latest court judgments/ rulings on arbitration matters.
