Employment in APS
Army Postal Service (APS) became an independent Corps of Army since 01 Mar 1972 for providing postal covers to the Armed Forces personnel. 75% of the strength of
JCOs/OR
in APS are volunteers from Department of Posts who were deputed to APS on long term engagement. The entire 75% vacancies of Group 'C' and 'D' posts of Army Postal Service have been distributed amongst the Circles vide DG Posts letter No 2-8/2002-PE-1 dated 6 July 05.
These vacancies are required to be filled up by the Circles either by deputing volunteers as hither to fore or by means of special recruitment if there is paucity of volunteers.
Recruitment procedure issued vide Department of Posts letter No 51-2/2003-SPB-1 (Vol II) dated 10.11.2004 will be applicable for direct recruitment of PAs for APS also. Separate guidelines have been issued for vacancies of APS vide DoP letter No 47-1/2004-SPB-I dated 02.11.2004 which are summarised as follows :-
Group 'C' and 'D' posts in APS have been distributed amongst circles for deputing officials to APS vide DoP order No 2-8/2002-PE I dated 06 Jul 2005.
Circles to depute personnel to APS to the extent of shortfall in representation from their circle ;.
If there is paucity of volunteers, recruitment will be resorted to by the circles for the APS vacancies ;
Recruitment to the clerical cadre will be combined one for the vacancies of that circle and APS ;
APS will indicate vacancies to circles every year ;
If there is no vacancy in that circle for own office, recruitment will be carried for APS vacancies;
There is no ban of recruitment against APS vacancies counted towards combatants of Army ;
APS vacancies will be exclusive of the vacancies of the circle ;
APS vacancies are not required to be cleared by Screening Committee in ADR ;
For recruitment in APS, the candidate should fulfill physical/medical standards as notified vide DoP letter No 51-2/2003-SPB-I (Vol II) dated 01.05.06.
APS vacancies to be distributed among the divisions by the circles.
Reservations for various categories like SC, ST, OBC, Ex-Serviceman etc will be provided
The general eligibility conditions for recruitment against APS vacancies will be the same as notified in DoP order No 51-2/2003-SPB-1 (Vol II) dated 10.11.2004. However there would be some additional requirements as indicated below that have been indicated as Special Conditions in the DoP order ibid :-
The candidate has to be a male
Below 40 years of age
The candidate to conform to the physical/medical standard notified vide DoP order No 51-2/2003-SPB-I (Vol II) dated 01.05.06 and produce a medical certificate from Govt Medical Officer in the format given in the ibid order.
The candidate will be medically examined by Army Medical Authorities at BROs and has to be declared medically/physically fit before his appointment.
No recruitment to be made for Supervisory and Postman vacancies of APS. These posts will be filled up by promotion.
Sequence of events
Addl DG APS notifies vacancies on 31 Dec every year ;
Notification/Advertisement is issued by Heads of Circle in News Papers calling for applications
After scrutiny of applications, screening tests as prescribed in the recruitment rules is conducted and merit list is prepared.
Separate merit list to be there for APS vacancies.
Divisions tie up/ fix dates for medical examination in consultation with the Army ZROs/BROs on which their Division is dependent.
Candidates in the waiting list equal to the number of APS vacancies to be issued provision appointment letter and directed to report to ZRO/BRO/IRO on the fixed date for physical/medical examination ;
Candidates reporting to BROs/ZROs/IRO without provisional appointment letter will not be entertained ;
No physical Fitness test will be conducted at BROs/ZROs/IRO. Only medical examination and verification of physical standards will be carried out.
After medical examination, the candidates will be classified in the following categories at the BROs :
Fit
Temporarily unfit
Permanently unfit
Referred to MH for review medical
BROs will forward list/cert of candidates declared medically fit to the sponsoring Division.
Candidates declared medically fit to be issued with appointment letter and sent to the BRO for despatch to APS Centre for training. BROs will issue Rahdari Patra and despatch the candidates to APS Centre. The candidates reporting to APS Centre for despatch to be in possession of the following documents :-
Appointment Order
Original education certificates
Photocopies of education certificates for age and education proof
Five copies of stamp size photographs
Six copies of passport size photographs
Three copies of joint photographs with wife (for married candidates only)
Marriage certificate
Caste and character certificate
NCC certificate (if any)
Ex Servicemen/ Sportsman certificates etc.
Candidates declared medically unfit both temporarily and permanently can ask for review medical examination. Click here for procedure for review medical examination.
Candidates next in the merit list to be deputed for medical examination in place of those not turning up or declared medically unfit. This iteration to be carried out till all the vacancies of APS are filled up.
Divisions to prepare and forward the following documents to P&T Adm Cell, APS Centre PIN - 900746 C/O 56 APO within one week from the date of despatch of the appointed candidates to APS Centre :-

APS Centre will send intimation to appointing authorities regarding date of reporting of the candidates deputed to APS
