About APS

APS is a unique organisation in the sense that it is a happy blend of the  Department of Posts, India and Indian Army. APS functions as a part of the countrywide postal setup but administratively it is under Army.

Though a part of the Army, APS also extends its services to Air Force and other Paramilitary Forces.

APS also provides limited cover to the Indian Navy.

It also provides cover to Indian troops deployed with UN Peace Keeping Forces abroad.


APS is represented at the Army HQ by the Addl DG APS in the rank of Major General who functions under the Quartermaster General. As far as the Department of Posts is concerned, the Addl DG APS is the Chief Postmaster General of the Base Circle.  APS is organised in accordance with Section 73 of Field Service Regulations, Volume I, and its functioning is laid down in Section 18 of the pamphlet, Administration in War Volume I.

APS is represented by Brigs APS/DsAPS at HQ Commands and DsAPS/ADsAPS at HQ Corps

The Field Post Office is the basic unit of the APS. Headquarters upto Brigade and Sub Area levels, Air Formations, Border Road Task Forces and Assam Rifle Units are authorised for FPO. FPOs are under technical control of Postal Units.
FPOs are linked to Base Post Office for receipt and despatch of mail. FPOs are fully mobile and equipped to function in tents, trucks, bunkers and even in open air.

56 APO is the 1 Central Base Post Office at New Delhi and 99 APO is the 2 Central Base Post Office at Kolkata. APS safeguards the security of the loc of the units, which do not have to change their address when they move from one loc to another.

Even incompletely addressed and undelivered mail is 'traced' out at CBPOs. The CBPOs function as Head Offices for the FPOs about 500 in number. CBPOs also function as PSDs and Philatelic Bureaux.

APS Centre located at Kamptee in Nagpur District of Maharashtra is a Category 'B' Establishment responsible for imparting Basic Military Training and Technical Training to the recruits of APS. Orientation training to the Officers of Department of Posts joining APS is also imparted at APS Centre Kamptee.

The head of APS is the Additional Director General APS at Army Headquarters in the rank of Major General. He is assisted by Dy DG APS in the rank of Brigadier at Army HQ.

The two CBPOs at Delhi and Kolkotta and APS Centre at Kamptee Nagpur are commanded by Commandants in the rank of Colonel. The Officers Commanding Corps/Divisional/Area/Border Roads/Assam Rifles/AF Postal Units in the rank of Lt Col/ Major/Capt monitor the functioning of FPOs under their control and discharge the functions of the Postal Advisor to the GOC. Two Central Base Post Offices and Section Base Post Offices serve as the nodal points for mail processing.
