ESM Coal Loading and Transportation Scheme

 

Scheme Only for Ex-Service Officers . Those who have registered with the DGR within five years of retirement/release.

Age for Registration. Brig & below upto 60 years and Maj Gen & above upto 62 years.

Operate transport companies with coal subsidiaries in Orissa, Jharkhand, Chhattisgarh, Madhya Pradesh, Maharashtra and Damodar Valley Corporation.

Companies are sponsored against specific requisition.

Duration of sponsorship initially is for five years, extendable upto nine years subject to receipt of satisfactory performance certificate from coal subsidiary.

Minimum three officers form a private limited company.

 

FAQ

 

How many officers are required to form a company?

Three Officers.

What is waiting period?

Waiting period is about 6-7 years presently and depends on demand received from a coal subsidiary.

Why it can't be speeded up?

Demand is based on requirement by the Coal India Limited and then only companies are sponsored.

Can a JCO become a Director?

No. A JCO cannot become a sponsoring director but can be co-opted if sponsored directors desires.

What percentage of ESM is required in a company's working force?

75 percent of workers in ESM Company are to be ESM.

 


Tipper Truck Scheme

 

This scheme envisages the attachment of one tipper truck to an Ex-servicemen coal transport company.

 

(a) Widows/disabled Ex-servicemen release from service with disability pension deposit Rs. 85,000/- with Ex-servicemen Coal Transport Company nominated by DGR for purchase of a tipper truck in their name.

(b) Coal Company pays Rs. 3000/- per month for five years.

(c) Rs. 85,000/- capital returned veern naris/disabled ex-servicemen after 5 years.

 

FAQ

What are the salient features if this scheme?

This welfare scheme for widows/disabled soldiers is linked with the ESM Coal Loading and Transportation Scheme. Eligible candidates can avail this Scheme for a period of five years and need to deposit an amount of Rs 85,000/- with the affiliated ESM Coal Loading and Transportation Company which pays back a monthly amount of Rs 3,000/ i.e. an annual return of approximately 42 % on the principal amount.

On maturity of the Scheme the Principal Amount is refunded. A legal agreement is signed between the Ex-Servicemen Coal Loading and Transportation Company and the widow/disabled Ex-Servicemen/Dependant. The scheme is for a period of five years and on completion of five year term the principle amount will be refunded by the ESM Coal Company.

Who can apply?

Widows (below 65 years of age) and disabled / medically boarded out service personnel in whose case the disability is more than 50% and is attributable to military service.


Orphan children of Ex-servicemen represented by legal guardians and meeting the condition of being un-employed and under 25 yrs for boys; un-employed and unmarried in case of girls.

What are the conditions for applying?
 

Should not be presently employed / self-employed.


Should not have remarried after death of husband in case of widows. Should not have availed of any other DGR scheme.


Benefit of the Scheme should not have been availed by any other family member. Benefit will be extended to only one member of a family for a period of five years only.


What is the procedure and documents required?

Desirous widows of defence service personnel, dependants of deceased serving personnel and disabled Ex-servicemen should apply to the Director (Self-Employment) on the prescribed form. The document to be submitted are as follows:-

Copy of Death Certificate / Disability Certificate).

Affidavit (on Rs. 10/- Non-judicial stamp paper) for giving an undertaking regarding various issues of eligibility duly attested by Notary as per format.


Copy of ESM / Widow/Dependent Identity Card.


Copy of Pension Payment Order.


Proof of death / disability attributable to military service.


Proof of dependency in case of dependants.

 


Oil Product Agency

 

Eight Percent Defence Quota. The oil products except for kerosene and naphtha remain controlled. Under this scheme, Ministry of Petroleum and Natural Gas (P&NG) have reserved 8% of the retail outlets of petroleum & LPG for veer naaris/dependents/disabled soldiers as per the following priority :-

 

Priority-I. Widows/Dependants of posthumous gallantry award winners.
Priority-II. Widows/Dependants of servicemen killed in war.
Priority-III. Disabled in war.
Priority-IV. Widows/dependants of those died in harness with causes attributable to service.
Priority-V. Disabled in peace with disability attributable to military services.

 

The eligible candidates apply to DGR for issue of eligibility certificate based on the advertisement in leading newspapers by the various oil companies. They then apply to Ministry of P&NG for specific retail outlets. Ministries of P&NG scrutinise each application. A dealer selection board appointed by Ministry of P&NG then interviews the applicants, under defence quota. A letter of Intent (LOI) is then issued to those selected.

Special Scheme. 500 petroleum/LPG outlets were released by govt for widows./NOK of personnel killed in OP VIJAY in Kargil Sector. A case has been taken up with Ministry of P&NG to allot 50 of these outlets to disabled soldiers boarded out of service during Kargil War.
 

FAQ

I am retired Ex- Serviceman. Am I eligible to apply for allotment of Oil Product Agency under 8% per cent Defence Category?

Not all retired Ex-Serviceman are eligible to apply. Only a disabled Ex-Serviceman whos disability is 50 per cent or more and attributable to military service is eligible to apply under defence category quota. Also certain other conditions as laid down by the Ministry of Petroleum and Natural Gas are required.

I am a widow of a soldier. Am I eligible to apply under & percent Defence Category quota?

Yes provided death of soldier is attributable to military service or duty and other conditions laid down by the Ministry of Petroleum and Natural Gas are fulfilled.

I am a dependant son of soldier who expired while discharging Military duty. Am I eligible to apply for allotment of Oil Product Agency under 8% per cent Defence Category?

Yes, provided you are not above 30 years of age. Also fulfill other conditions laid down by the Ministry of Petroleum and Natural Gas.

I am a dependant unmarried daughter of a soldier who laid down his life while fighting terrorist/militants. Am I eligible to apply under 8 per cent Defence Category quota?

Yes. Also you must fulfill other conditions as laid down by the Ministry of Petroleum and Natural Gas.

I am a dependant married daughter of soldier who laid down his life while fighting terrorist in Nagaland. Am I eligible to apply under 8 percent Defence Category quota?

No. Married daughters are not treated as dependant on their parents.

I am a widow of an officer who served in Army and laid down his life while fighting terrorist/militants. I am drawing family pension which is more than Rs 2 lakh annually. Am I eligible to apply under 8 per cent Defence Category quota?

Yes with effect form 4th Dec 2001 you are eligible to apply under 8 per cent Defence Category quota. Prior to 4th Dec 2001 widows whose annual income was above Rs 2 lakhs were not eligible to apply under 8 per cent Defence Category quota. This condition has been removed with effect from 4 Dec 2001 by Ministry of Petroleum and Natural Gas for widows of defence personnel.

My sister in law is a widow of my elder brother who died while discharging military duty. Am I eligible to apply under 8 per cent Defence Category quota as she is non matriculate?

If deceased soldier was married, in that case only his wife and children are entitled to apply in addition to his dependant brothers or sisters. You can apply only if you are a dependant.


My husband was awarded gallantry award posthumously. Am I eligible to apply under 8 per cent Defence Category quota?

Yes, you are eligible to apply for an oil product agency under provided gallantry award has been given in recognition for act of bravery while discharging military duty not otherwise.

I am retired Ex-Serviceman without any disability. Am I eligible to apply under 8 per cent Defence Category quota for a location, which is re-advertised for a third time since no eligible defence category applicants are applying?

No, You cannot apply.

What are other conditions laid down by the Ministry of Petroleum and Natural Gas for applying under 8 per cent Defence Category Quota?

The following conditions are laid down by the Ministry of Petroleum and Natural Gas. The fulfillment of these conditions is a must to become eligible for issue of eligibility certificate for allotment of oil product agency. What are the vehicles available for release under the scheme?

What is the price of such vehicle?

The prices are based on the price list provided by MGOs Branch to DGR.

What is the security deposit?

The security deposit for different class of vehicles is as follows: Rs. 1000/- for motorcycle Rs. 3000/- for jeep/jonga/Truck/1Ton Nissan and TATA Rs. 8000/- for Lorry 3 Ton LPT/TMB/ 4 Ton TATA and Shaktiman LPT Breakdown / Tractor KARAZ / LPT Bus Body.

Is change of depot / type of vehicle permissible after registration?

The option for depot and vehicle applied cannot be changed after registration. Individual can seek for refund of security and cancellation of his earlier registration and apply again a fresh with new security deposit.

How is Security Deposit released?

Amount of Security deposit will be released after the allotted vehicle has been registered with the Regional Transport Authority. This is to be done within six months from the date of collection of the vehicle. The application is to be routed through Zila Sainik Board.

Can Security be released even without vehicle being registered with RTA?

No, Security thus deposited cannot be released. It will be forfeited.

What is the minimum / maximum period for release of such vehicles?

The minimum period is six month. The maximum period depends upon the availability of vehicle in the particular depot. However, the release of vehicle is done by MGOs Branch (OS-4H) on first come first serve basis as per the seniority allotted by DGR.

What are the reasons or observations for non registration of Application?

The common reason or observations for non-registration of Class V B vehicles applications are: - (a).The application is not routed through Rajya / Zila Sainik Board as the application is an Ex Servicemen and not a serving person. (b).The application is not submitted in the prescribed format. (c).The application form is not verified and endorsed at recommendation column by Security , Rajya Sainik Board / Zila Sainik Board / OC unit. (d).Both / one application for is / are not accompanied by passport size photograph duly attested by Secretary, Rajya Sainik Board / Zila Sainik Board / OC unit. (e).The application form is not accompanied by proper affidavit on non judicial stamp paper duly attested by Secretary, Rajya Sainik Board/Zila Sainik Board/OC unit. (f).Para six of the affidavit is imcomplete, where in the clause In the event of non-registration with ix months from the date of its purchase with the RTA, the amount of security deposit, deposited by me may be forfeited to the Government of India is omitted. (g).Details of security deposit viz. Amount, account No, and Name of the Post office have not been filled in the application forms and recommendation column by Security Rajya / Zila Sainik Board / OC Unit. (h).The application is not forwarded along with the Post Office security deposit pass book duly pledged in favour of Dte Gen Resettlement. SEMFEX (SELF-EMPLOYMENT FOR ESM)

 

 
SEMFEX-II Scheme. The scheme is operative with support from NABARD (National Bank For Agriculture & Rural Development).

 

Operative in rural areas.

 

ESM individuals, co-operatives, companies, corporations, partnerships and NGOs are eligible for subsidy.


Wide spectrum of agricultural, industrial and service sector ventures are covered for financial assistance in rural areas. However, agro/food processing units can be set up in urban areas also.


No upper ceiling for loan in farm sector.


Non-farm sector ceiling for loan is upto SSI limit.


Soft loan assistance is available under farm and non-farm activities.


Capital investment subsidy is available upto Rs 50 lakhs for cold storages and storages of horticultural produce.


Financial assistance for rural housing including repairs/renovation.


Financial assistance for trading and business activities.


Financial assistance for modernization, expansion and introduction of new technologies / products and services such as education, health construction, tourism etc. Benefiting rural areas by way of income and employment generation.


Loan through banks.

 

SEMFEX-III Scheme. The scheme is operative with the support from Khadi and Village Industries Commission (KVIC) under Prime Minister`s Employment Generation Programme (PMEGP)

 

Operative in rural areas.

 

All viable village, cottage, tiny and small industries are eligible for finance.


Negative List. Activities concerning animal husbandry, meat, intoxicant, plantation crops, polythene manufacture and rural transport are not covered for finance.

 

Maximum cost of project – Rs 25 lakhs.


30% subsidy upto Rs 10 lakhs and above this, 10% subsidy is provided.


Maximum subsidy – Rs 4.5 lakhs.


Only one person in a family is eligible for benefit.


Borrowers will register with KVIC regional branch for the loans.

Prime Minister’s Rozgar Yojana (PMRY) Scheme for Ex-Servicemen. PMRY Scheme is a centrally sponsored subsidy linked scheme for setting up micro enterprises in business, industry and service sectors.

 

Maximum age limit to avail loan - 45 years.


Loan for business (trading - Rs1 Lakh activities incl agricultural and allied activities)

Allotment of LPG Agency Under Rajiv Gandhi Gramin

LPG Vitrak Yojna (RGGLVY)

 

Salient Features.

As per the marketing plan of the concerned oil corporation, locations for LPG agency for Rajiv Gandhi Gramin Vitrak (RGGLV) Scheme are advertised by oil companies in two newspapers, (one English Daily and one ‘Regional Vernacular Daily’) having maximum circulation in the Districts in which the dealership / distributorship is to be located. Application form for RGGLV Scheme is a part of the advertisement published in the newspapers. Application format can also be downloaded from websites www.iocl.com, www.ebharatgas.com, www.bharatpetroleum.in and www.hindustanpetroleum.in Under this Scheme 25% quota has been reserved including Defence Personnel under Combined Category for allotment of LPG agency. The Combined Category includes DP/PMP/PH/OSP personnel. The four categories of Defence Personnel eligible for the scheme include War Widows / Dependents of those who died in War, War Disabled / Disabled on duty (disability 20% and above), Widows / Dependents of those who died in harness due to attributable causes and Disabled in Peace with disability (20% and above) attributable to military service. DGR issues Eligibility Certificate to above-mentioned entitled categories of ESM / Widow / Dependent. In case the widow applying for dependent son / daughter then he / she should be unmarried / unemployed and between 21 – 30 yrs of age. In that case a relinquishment deed is required to be submitted by the widow in favour of dependent son / daughter.

After advertisement in the newspaper, the eligible applicant is to approach the Directorate General Resettlement, RK Puram for issue of eligibility certificate with the following attested copies of documents as applicable :-

Discharge book / Retirement orders in respect of ESM.

Procedure of Allotment.

 

The eligible applicants are sponsored by issuing an Eligibility Certificate indicating the priority as mentioned above.


The applicant then submits the application form along with the Eligibility Certificate to the concerned Regional Office of the Oil Company before due date.


Selection of dealerships/distributorship of Oil companies is made by the Oil Company through draw of lots of eligible candidates.


Letter of intent is issued by the concerned Oil Company to the selected applicant.

 


GUIDELINES FOR ALLOTMENT OF REGULAR LPG DISTRIBUTORSHIP SCHEME

(UNDER ‘GP’ CATEGORY)

 

Following categories of ESM/Widow/Dependent are eligible for allotment of Regular LPG Distributorship under ‘GP’ category :-

 

War widows/dependents of those who died in war.

War disabled/disabled on duty.

Widows / dependents of those who died in harness due to attributable causes.

Disabled in peace due to attributable causes.

Application form for the Scheme is a part of the advertisement published in the newspapers. The Individuals who fulfill the eligibility criteria, can submit application for LPG Distributorship on a prescribed application format. The application format can also be downloaded free of cost from websites www.iocl.com, www.ebharatgas.com, www.bharatpetroleum.in and www.hindustanpetroleum.com. Application should be typed or neatly hand written as per the prescribed format. Applications received after the specified closing date and time including postal delay will not be entertained.

Non-Refundable Application Fee  A should submit the application along with a non-refundable application fee of 1000/- (Rupees One thousand only). In case of SC/ST applicants, non-refundable application fee of 500/- (Rupees five hundred) is payable provided a copy of SC/ST certificate is attached. One Application per Applicant for a Location: Applicants should submit only one application for one location. In case more than one application is received from an individual, all the applications would be clubbed together and treated as one application. In such cases, application fees received against all other applications would be forfeited.

Person Applying for Multiple Locations  A candidate can apply for more than one location. However, in such cases, he/she will have to submit separate application for each location. Each application should be accompanied with the requisite application fee.
All applicants are requested to take note that they are requested to go through the conditions mentioned in the application form as well as the advertisement to ensure that all the relevant conditions are fulfilled as stipulated in the said application form.

Selection of LPG distributor for an advertised location is done by draw from all the eligible applicants for that location. Applicant issued with the eligibility certificate will only be interviewed.

Letter of Intent   It will be issued by the concerned Oil Company based on the selection of the candidate.

Attestation of Documents The photocopies of the documents submitted need to be attested by Notary/ Zila or Rajya Sainik Board/ Any Gazetted officer.

 


 

Allotment of Fruit & Vegetable Shop

 

Who can apply?

This schemes is only for JCOs and ORs (Sepoy to Sub Maj or equivalent).

How to apply?

Apply to DGR after retirement. Forms are issued and collected same day. ESM are required to enclose tow photographs and a photocopy of their discharge book.

Till what time ESM can apply for this time?

There is no time period for application for F & V Shops for Ex-Servicemen. One can apply till 55 years of age.

F & V Shops are allotted within how much period after selection?

F & V Shops are allotted as per the choice of area indicated by the Ex-Servicemen at the time of selection and there is different waiting period for different areas. Presently on an average waiting period is approximately 6-12 months.

What is security deposit?

Security deposit is Rs 50,000.

FOR INFORMATION OF AGRICULTURAL ENTREPRENEUR

 

Every year, from 01 to 03 March, an agricultural fare is organized in the Indian Council of Agricultural Research Institute (ICARI) Pusa New Delhi. All ESMs having interest in agriculture should visit the fare so as to reap the best from the farms. Be it traditional items of produce, medicinal plants, oil seeds, horticulture and Floriculture etc.

Know about the latest developments in the agricultural field, fertilizers, harvesting, storing, reducing post harvest losses and hybrid variety of fruits/vegetables to get more in limited land, the government and private players in the field.

Make use of the stalls/information centers put up in this fare by the private and government bodies specializing in the field, for their own benefits.
