CONCESSIONS AND BENEFITS TO ESM IN JAMMU AND KASHMIR

 

1. 6% Horizontal reservation in the state service in the pay scale, the maximum of which should not exceed Rs. 10, 500/-.

2. 5% reservation in industrial plots/sheds.

3. Dependents of defence personnel (permanent residents of J&K State) those killed in the course of law and order duties in J&K State or in face of enemy action on LOC/IB are entitled to compassionate appointments.

4. Stipend @ Rs. 250/-pm to ex-servicemen trainees in ITI.

5. Maintenance grant @ 600/- pm to ex-servicemen trainees at QMTI Kirkee.

6. Enhanced annuity grant to award winners/widows.

7. Financial Relief to Ex-Militia Person. The relief has been enhanced to Rs 750/- per month wef 01 Apr 2002 for those who rendered more than 15 yrs service and Rs 50/- per month for each completed year of service subject to a minimum of Rs. 250 per month and maximum of Rs. 500/- per month w.e.f. 01 Apr 2002 for those who rendered less than 15 years of service.

8. Financial Relief to WW-II Veterans/Widows. The subject relief has been enhanced from Rs.600/- to Rs. 750/-pm wef 01 July 2006.

9. Marriage grant of Rs.5000/- to widows, disabled ex-servicemen for daughter’s marriage from the J&K State Flag Day Fund.

10. Scholarship to the children of ex-servicemen.

11. One time cash grant incentive of Rs.3000/- in favour of the wards of ex-servicemen and widows has been instituted by the Govt. w.e.f. 01 Apr 99 from the Flag Day Fund. The incentive is applicable to the following categories of children irrespective of the income of their parents :-
 

(a) Candidate finally selected for NDA/IMA.

(b) Those who secure the first ten positions in Board Exams like 10th and 10+2 and
first five positions in University Exams of BA/BSc. Part III and MA/MSc.

(c) Topper in competitive examinations conducted by UPSC/J&K PSC.

 

12. Seats are reserved for children of serving/retired defence personnel in technical/professional colleges in state. 3% reservation each in MBBS, Engg, Polytechnic, ITI, Nursing & B.Ed training one seat each in all deptts of PG Law in J&K Univ.

13. 50% concession in computer/fashion designing courses out of state budget Flag Fund to the widows and wards of ESM/widows.

14. Wheel chairs and financial relief to disabled ex-servicemen.

15. Demise grant of RS. 1000/-out of Flag day Fund to the widow of ESM at the time of death of ESM.

16. Financial assistance to ESM and their families in abstract penury out of Flag Day Fund.

17. Financial relief to non-attributable cases out of Governor’s Reward Fund.

18. J&K Govt is paying ex-gratia amount to widow/NOK of deceased soldiers who are getting Martyrdom while fighting against militancy/on going operations in J&K as per following rates :-

 

(a) Soldier Permanent Resident of J&K State Rs.5 lacs.

(b) Soldier non resident of J&K State Rs. 2 Lacs.

19. J&K Sate Govt is paying ex-gratia amount/relief to soldiers who become disabled as a result of violence attributable to breach of law and order or any other or any other form of civil commotion, in the following manner :- (Authority : J&K State Govt. Order No.125-GAD of 1997).

 

(a) Permanent Disability Rs. 75,000/-.

(b) Partial Disability Rs 10,000/-.

 

20. For posts reserved for ex-servicemen following concessions are available :-

 

(a) An ESM who is matric or has passed Army/Navy/AF Special Class Certificate of Education and has put in 15 years of service in the armed forces will be considered to be a graduate.

(b) An ESM who has not passed Matric but has passed Army First Class Certificate and has put in 15 yeas of service in the Armed Forces shall be considered to be a matriculate.

(c) For Class IV vacancies the conditions of having passed class 8th by ex-servicemen shall not be insisted upon.

21. 5% reservation in house sites / houses (2% for serving personnel, 2% for ESM and 1% for war widows) in the Govt. raised housing colonies.

22. Disabled ESM re-employed in State services are entitled for 15 days special leave for re-survey medical board or for artificial limb.

23. Sainik Rest Houses/Sainik Sarais at Srinagar, Jammu, Kathua, Samba, Udhampur, Reasi, Poonch, Doda, Kishtwar Lah, Basohli, Ramnagar and Kupwara have been set up in the State to facilitate ESM/serving personnel for night stay at nominal charges.

24. Boys hostel facilities for the wards of ESM free of cost for lodging and cooking at Jammu, Akhnoor, Kathua, Samba, Udhampur and Rajouri.

25. There is 50% concession in travel to war widows by Private/SRTC buses within J&K State.
